As you read Daniel 11, you may become confused with the figurative language and the constant reference to “he” and the kings of the north and south. However, Daniel 11 can be understood, as it follows the same pattern as the prophecies in Daniel chapters 2, 7, and 8. Each of these prophecies begins in Daniel’s day and carries forward to the end of time.
Historical details in this chapter have been held to a minimum. Different commentators ascribe different events to these verses. However, the same prophetic powers seen in previous chapters are again covered in chapter 11, beginning with the Medes and Persians. In verse 3, Greece is introduced, with the description of its fall in verse 4. The kings of the north and south represent the two main powers coming from the breakup of Alexander’s kingdom, consisting of the southern kingdom of Egypt under Ptolemy and the northern kingdom under the Selucius kings. Verses 5 to 13 deal with the battles between these two kingdoms.
Verses 14 to through 30 deal with the next power on the prophetic scene, the Roman Empire, under the symbol of the king of the north. The king of the south refers to the area of Egypt.
In verses 31 through 39, papal Rome is introduced. It is called the king of the north, just as pagan Rome was in previous verses. Verses 40 through 45 describe a revived papacy under the symbol of the king of the north. His battles against the modern-day king of the south, or communism, which is now well known history and includes events that are yet future.
Media-Persia: The Second Kingdom of Prophecy (Verses 1–2)
Daniel 11:1
Also I in the first year of Darius the Mede, even I, stood to confirm and to strengthen him.
“I stood to confirm and to strengthen him”
But after that our fathers had provoked the God of heaven unto wrath, he gave them into the hand of Nebuchadnezzar the king of Babylon, the Chaldean, who destroyed this house, and carried the people away into Babylon. But in the first year of Cyrus the king of Babylon the same king Cyrus made a decree to build this house of God. And the vessels also of gold and silver of the house of God, which Nebuchadnezzar took out of the temple that was in Jerusalem, and brought them into the temple of Babylon, those did Cyrus the king take out of the temple of Babylon, and they were delivered unto one, whose name was Sheshbazzar, whom he had made governor; and said unto him, Take these vessels, go, carry them into the temple that is in Jerusalem, and let the house of God be builded in his place. (Ezra 5:12–15)
And the God that hath caused his name to dwell there destroy all kings and people, that shall put to their hand to alter and to destroy this house of God which is at Jerusalem. I Darius have made a decree; let it be done with speed. (Ezra 6:12)
The angel of God said he was the one moving upon the heart of Darius (see Daniel 9:1) to strengthen him. The agencies of heaven moved upon Darius and other Media-Persian kings to open the way for the people of God to reconstruct the city of Jerusalem and the temple.
Daniel 11:2
And now will I show thee the truth. Behold, there shall stand up yet three kings in Persia; and the fourth shall be far richer than they all: and by his strength through his riches he shall stir up all against the realm of Grecia.
But now I will show you what the future holds. Three more Persian kings will reign, to be succeeded by a fourth, far richer than the others. Using his wealth for political advantage, he will plan total war against Greece. (Daniel 11:2 TLB)
“And what I am now going to tell you is true.” The angel said, “Three more kings will rule over Persia, followed by a fourth, who will be richer than all the others. At the height of his power and wealth he will challenge the kingdom of Greece.” (Daniel 11:2 TEV)
After the death of King Cyrus, who was reigning at the time of the vision (see Daniel 10:1), the next three kings of Persia were Cambyses (530–522), a usurper called the false Smerdis or Bardiya (522), and Darius I (522–486). Cyrus and Darius I both issued decrees to rebuild the temple. The fourth king was Xerxes (486–465), known in the Bible as Ahasuerus and the husband of Queen Esther. He spent four years stockpiling supplies and assembling manpower for a military expedition against Greece, just as the angel had predicted. He truly stirred up “all.” He put together an immense army with soldiers from numerous countries in the hope of subduing Greece. However, defeat and disaster accompanied the effort, and he returned to his own kingdom.
“Fourth shall be far richer than they all”
Now it came to pass in the days of Ahasuerus, (this is Ahasuerus which reigned, from India even unto Ethiopia, over an hundred and seven and twenty provinces:) that in those days, when the king Ahasuerus sat on the throne of his kingdom, which was in Shushan the palace, in the third year of his reign, he made a feast unto all his princes and his servants; the power of Persia and Media, the nobles and princes of the provinces, being before him: when he showed the riches of his glorious kingdom and the honour of his excellent majesty many days, even an hundred and fourscore days. And when these days were expired, the king made a feast unto all the people that were present in Shushan the palace, both unto great and small, seven days, in the court of the garden of the king’s palace; where were white, green, and blue, hangings, fastened with cords of fine linen and purple to silver rings and pillars of marble: the beds were of gold and silver, upon a pavement of red, and blue, and white, and black, marble. And they gave them drink in vessels of gold, (the vessels being diverse one from another,) and royal wine in abundance, according to the state of the king. (Esther 1:1–7)
The influence of God was not yet withdrawn from the Media-Persian court, and although Xerxes is the last king mentioned in the vision Daniel saw, God was still holding out mercy to the Israelites. During the reign of Artaxerxes Longimanus, the successor of Xerxes, the final decree for the return of the Jews was issued. (See notes under Daniel 9:25.)
Greece: The Third Kingdom of Prophecy (Verses 3–4)
Daniel 11:3
And a mighty king shall stand up, that shall rule with great dominion, and do according to his will.
Then a mighty king will rise in Greece, a king who will rule a vast kingdom and accomplish everything he sets out to do. (Daniel 11:3 TLB)
Daniel 11:4
And when he shall stand up, his kingdom shall be broken, and shall be divided toward the four winds of heaven; and not to his posterity, nor according to his dominion which he ruled: for his kingdom shall be plucked up, even for others beside those.
And as soon as he has fully arisen, his [Alexander the Great’s] kingdom shall be broken [by his death] and divided toward the four winds [the east, west, north, and south] of the heavens, but not to his posterity, nor according to the [Grecian] dominion which he ruled, for his kingdom shall be torn out and uprooted and go to others [to his four generals] to the exclusion of these. (Daniel 11:4 AMP)
But at the zenith of his power, his kingdom will break apart and be divided into four weaker nations, not even ruled by his sons. For his empire will be torn apart and given to others. (Daniel 11:4 TLB)
“Divided toward the four winds of heaven”
After this I beheld, and lo another, like a leopard, which had upon the back of it four wings of a fowl; the beast had also four heads; and dominion was given to it. (Daniel 7:6)
Therefore the he goat waxed very great: and when he was strong, the great horn was broken; and for it came up four notable ones toward the four winds of heaven. (Daniel 8:8)
As noted in earlier visions, Greece, under the symbols of a leopard and a he goat, was divided into four parts. Daniel 11 reiterates this and predicts the events that would take place after the division of Alexander’s kingdom.
After Alexander’s death, the kingdom was more or less held together for approximately 25 years after which it was divided among four generals. Ptolemy ruled Egypt; Seleucus ruled Syria and the east; Lysimachus Thrace, Asia Minor; and Cassander, Greece. The territory of Alexander was divided, but “not to his posterity.” The strength of these four was not equal to that of Alexander. Further, the four partitions lasted only a few years.
Cassander died in 298 b.c. In 281 b.c., Seleucus met Lysimachus in battle and slew him. This reduced the four divisions of Alexander’s kingdom to two. The rulers of these two remaining kingdoms are distinguished in the prophecy as the king of the north (the Seleucid kingdom) and the king of the south (the kingdom of Ptolemy).
The Kingdoms of Ptolemy, King of the South, and Seluciud, King of the North (Verses 5–13)
Daniel 11:5
And the king of the south shall be strong, and one of his princes; and he shall be strong above him, and have dominion; his dominion shall be a great dominion.
Then the king of the South (Egypt) shall be strong, but one of his princes shall be stronger than he is and have dominion; his dominion shall be a great dominion. (Daniel 11:5 AMP)
Daniel 11:6
And in the end of years they [Antiochus II and Ptolemy II] shall join themselves together; for the king’s daughter of the south shall come to the king of the north to make an agreement: but she shall not retain the power of the arm; neither shall he stand, nor his arm: but she shall be given up, and they that brought her, and he that begat her, and he that strengthened her in these times.
Arm—figurative, force1
Several years later an alliance will be formed between the king of Syria and the king of Egypt. The daughter of the king of Egypt will be given in marriage to the king of Syria as a gesture of peace, but she will lose her influence over him and not only will her hopes be blighted, but those of her father, the king of Egypt, and of her ambassador and child. (Daniel 11:6 TLB)
Antiochus, the king of Syria, and Ptolemy, the king of Egypt, attempted to guarantee peace between their kingdoms by uniting Ptolemy’s daughter, Berenice, in marriage to Antiochus.
Antiochus, king of the north, already had a wife, named Laodice. (The city of Laodicea, mentioned in the book of Revelation, which was in Asia Minor, was named after her.) Part of the agreement was that Antiochus divorce Laodice. So the divorce was arranged, the new marriage was celebrated, and in time a child was born, who was expected to be the next king. Antiochus soon found he did not like Berenice very well, for it was not a relationship of love but of political expediency. When Berenice’s father, the king of Egypt, died, Antiochus divorced her and took Laodice back. However, Laodice had become bitter over her treatment and expulsion. She was afraid, too, of what her husband might do next. So, using her influence as queen in a manner common among those in power then and now, she had Antiochus, Berenice, and Berenice’s attendants and little son murdered.
Daniel 11:7
But out of a branch of her roots [Ptolemy III] shall one stand up in his estate, which shall come with an army, and shall enter into the fortress of the king of the north, and shall deal against them, and shall prevail.
But when her brother takes over as king of Egypt, he will raise an army against the king of Syria, and march against him and defeat him. (Daniel 11:7 TLB)
But out of a branch of the [same ancestral] roots as hers shall one [her brother] stand up in his place [or office], who shall come against the [Syrian] army and shall enter into the fortress of the king of the North and shall deal against them and shall prevail. (Daniel 11:7 AMP)
The king of Egypt, Ptolemy III, brother of Berenice, determined to avenge Berenice’s death by invading Syria. He conquered territory all the way to Babylon before voluntarily pulling back.
Daniel 11:8
And shall also carry captives into Egypt their gods, with their princes, and with their precious vessels of silver and of gold; and he shall continue more years than the king of the north.
And also he shall carry off to Egypt their [Syria’s] gods with their molten images and with their precious vessels of silver and of gold, and he shall refrain for some years from [waging war against] the king of the North. (Daniel 11:8 AMP)
When he returns again to Egypt he will carry back their idols with him, along with priceless gold and silver dishes and for many years afterward he will leave the Syrian king alone. (Daniel 11:8 TLB)
During his campaign against Syria, Ptolemy III collected great treasures as well as some of the Egyptian gods and molten images that Cambyses had captured during his war in Egypt. He returned with these to Egypt, and for the rest of his rule there was peace between the two kingdoms.
Daniel 11:9–10
So the king of the south shall come into his kingdom, and shall return into his own land. But his sons [the two sons of Seleucus II, called Seleucus III, who was assassinated after a short reign (225–223) and Antiochus the Great (223–187)] shall be stirred up, and shall assemble a multitude of great forces: and one shall certainly come, and overflow, and pass through: then shall he return, and be stirred up, even to his fortress.
These verses describe how the two sons of Seleucus II would seek to regain territory lost to the king of the south. Antiochus did this by recapturing Syria and Seleucia. He defeated Nicolas, the Egyptian general, in battle, but rather than invading Egypt, a truce took place. “Then he shall return” to his own kingdom, though both sides were stirred up and prepared for further conflict.
Daniel 11:11
And the king of the south [Ptolemy IV] shall be moved with choler, and shall come forth and fight with him, even with the king of the north: [Antiochus III]; and he [Antiochus III] shall set forth a great multitude; but the multitude shall be given into his [Ptolemy’s] hand.
However, the sons of this Syrian king will assemble a mighty army that will overflow across Israel into Egypt, to a fortress there. Then the king of Egypt, in great anger, will rally against the vast forces of Syria and defeat them. (Daniel 11:10–11 TLB)
But his sons shall be stirred up and shall prepare for war and shall assemble a multitude of great forces, which shall come on and overflow and pass through and again shall make war even to the fortress [of the king of the South]. And the king of the South (Egypt) shall be moved with anger and shall come forth and fight with the king of the North (Syria); and he [the Syrian king] shall set forth a great multitude, but the multitude shall be given into his [the Egyptian king’s] hand. (Daniel 11:10–11 AMP)
Daniel 11:12–13
And when he hath taken away the multitude, [when the army of the north is defeated] his heart shall be lifted up; and he shall cast down many ten thousands: but he shall not be strengthened by it. For the king of the north shall return, and shall set forth a multitude greater than the former, and shall certainly come after certain years with a great army and with much riches.
When the multitude is taken and carried away, the heart and mind [of the Egyptian king] shall be exalted and he shall cast down tens of thousands, but he shall not prevail. (Daniel 11:12 AMP)
The king of the south, after the victory of verse 10, was lifted up in pride and sought pleasure. In Alexandria, Egypt, he killed forty to sixty thousand Jewish citizens, and his own people rebelled against him. For all his advantages he was not strengthened by them. When Ptolemy IV died, the king of the north assembled a great army to come against Egypt.
In these verses is written the sad history of the remnants of the great silver kingdom, seen by Nebuchadnezzar in his dream in Daniel 2, as they fought back and forth for control and influence. Alexander the Great played a pivotal role in establishing the greatness of the Grecian kingdom, but after his death, others were unable to conquer and rule to the same extent.
This brief account from Scripture serves as a tragic commentary on the condition of man when separated from God. Human beings tend to seek for and even fight for that which is transitory while ignoring the better gifts God has in store for those who love and serve Him. In the book of James, we learn the reason for much of the history outlined in Daniel 11. “From whence come wars and fightings among you? come they not hence, even of your lusts that war in your members? Ye lust, and have not: ye kill, and desire to have, and cannot obtain: ye fight and war, yet ye have not, because ye ask not. Ye ask, and receive not, because ye ask amiss, that ye may consume it upon your lusts” (James 4:1–3).
Rome: the Fourth Kingdom of Prophecy (Verses 14–30)
Daniel 11:14
And in those times there shall many stand up against the king of the south: also the robbers of thy people shall exalt themselves to establish the vision; but they shall fall.
The family of Antiochus was bearing sway in the eastern world when Antiochus IV proposed to unite with Philip V of Macedon against the child king of Egypt, but the alliance was hindered when Rome interfered. Antiochus the Great, in the battle of Magnesia (190 b.c.), lost all his conquests in Asia Minor.
So, who are the “robbers” or “breakers” of God’s people? These terms refer to the fourth beast of Daniel 7 and the little horn of Daniel 8, which is Rome. Now in Daniel 11:14, the angel is speaking of the Romans, who take their place in the prophetic narrative. Some commentators believe the remainder of Daniel eleven is dealing with the Ptolemy and Seleucus kingdoms. While historic events can be made to apply to the remaining verses in Daniel eleven, one key point must be understood. The prophetic portions of Daniel have consistently dealt with Babylon, now fallen, and Media-Persia which is no longer considered after verse two. Beginning in verse three Grecia is introduced and its fall and break up, and the subsequent battles between the Ptolemy and Seleucus kingdoms. Regardless as to which verse the transition from the third kingdom to the fourth takes place, to be consistent with the pattern found previously in Daniel, chapter eleven must deal also with the Roman Empire and Rome in its church and state phase.
Daniel 11:15
So the king of the north shall come, and cast up a mount, and take the most fenced cities: and the arms of the south shall not withstand, neither his chosen people, neither shall there be any strength to withstand.
Then the king of the North will come and build up siege ramps and will capture a fortified city. The forces of the South will be powerless to resist; even their best troops will not have the strength to stand. (Daniel 11:15 NIV)
After the Romans came to the aid of the young Egyptian king (verse 14), verse 15 continues the narrative of verse 13. Verse 15 describes the defeat of the Egyptians by Antiochus III.
Daniel 11:16
But he that cometh against him shall do according to his own will, and none shall stand before him: and he shall stand in the glorious land, which by his hand shall be consumed.
The invader will do as he pleases; no-one will be able to stand against him. He will establish himself in the Beautiful Land and will have the power to destroy it. (Daniel 11:16 NIV)
Verse 16 outlines the conquest of “the glorious land” of Palestine by the Roman general Pompey. “The Roman army, with Pompey as leader swept through Asia Minor and Syria, and the entire kingdom of Seleucus fell at his feet. Antioch and every fortified station of the Eastern empire crumbled as he advanced. … He [Pompey] entered the city [Jerusalem] by force after a siege of three months; the walls were demolished and the Jews put under tribute to the Roman government. Rome now stood ‘in the glorious land, which by his hand shall be consumed.’ This was in 63 b.c.”2
Daniel 11:17–19
He shall also set his face to enter with the strength of his whole kingdom, and upright ones with him; thus shall he do: and he shall give him the daughter of women, corrupting her: but she shall not stand on his side, neither be for him. After this shall he turn his face unto the isles, and shall take many: but a prince for his own behalf shall cause the reproach offered by him to cease; without his own reproach he shall cause it to turn upon him. Then he shall turn his face toward the fort of his own land: but he shall stumble and fall, and not be found.
He shall also set his face to enter with the strength of his whole kingdom, and upright ones with him; thus shall he do. And he shall give the daughter of women to destroy it; but she shall not stand with him, or be for him. After this he shall turn his face to the coastlands, and shall take many. But a ruler shall bring the reproach against them to an end; and with the reproach removed, he shall turn back on him. Then he shall turn his face toward the fortress of his own land; but he shall stumble and fall, and not be found. (Daniel 11:17–19 NKJV)
Verses 17–19 portray the famous Roman Julius Caesar and his affair with the “daughter of women,” Queen Cleopatra of Egypt, and his later military exploits in frontier areas. During this time, Egypt lost its independence and became part of the Roman Empire. Julius Caesar was assassinated in 44 b.c.
Daniel 11:20
Then shall stand up in his estate a raiser of taxes in the glory of the kingdom: but within few days he shall be destroyed, neither in anger, nor in battle.
There shall arise in this place one who imposes taxes on the glorious kingdom; but within a few days he shall be destroyed, but not in anger or in battle. (Daniel 11:20 NKJV)
“Raiser of taxes”
And it came to pass in those days, that there went out a decree from Caesar Augustus, that all the world should be taxed. (And this taxing was first made when Cyrenius was governor of Syria.) (Luke 2:1–2)
After centuries of strife and turmoil, wars, bloodshed, and oppression, the world lay passive at the feet of the Roman emperor. One government now encircled the Mediterranean; from the Atlantic Ocean to the Indian Ocean, one power bore sway. Rome basked in “the glory of the kingdom” while at her apex of greatness during the age of Augustus. At this point in the world’s history, the Savior of men was born.
The sacred record of Scripture says little concerning Augustus, emperor of the Roman Empire. It mentions only that he was a raiser of taxes when the kingdom was at the height of its glory, and that after a reign of a few days or years, he would end his career neither by assassination nor in battle. The prophecy that the Messiah should be born in Bethlehem was given centuries before the fact. As a resident of Nazereth, it would be expected that Mary would have given birth there. However due to the decree of Augustus, Joseph and Mary made their way to Bethlehem at the time Mary was near to giving birth. The decree of the Emperor, and its timing was the instrument God used for the fulfillment of His purpose, and thus prophecy was fulfilled that the Messiah would be born in Bethlehem. Having done that, Augustus passed from the biblical record, dying peacefully in a.d. 14.
And all went to be taxed, every one into his own city. And Joseph also went up from Galilee, out of the city of Nazareth, into Judaea, unto the city of David, which is called Bethlehem; (because he was of the house and lineage of David). (Luke 2:3–4)
But thou, Bethlehem Ephratah, though thou be little among the thousands of Judah, yet out of thee shall he come forth unto me that is to be ruler in Israel; whose goings forth have been from of old, from everlasting. (Micah 5:2)
Daniel 11:21–22
And in his estate shall stand up a vile person, [Tiberius Caesar] to whom they shall not give the honour of the kingdom: but he shall come in peaceably, and obtain the kingdom by flatteries. And with the arms of a flood shall they be overflown from before him, and shall be broken; yea, also the prince of the covenant.
And in his place shall arise a vile person, to whom they will not give the honor of royalty; but he shall come in peaceably, and seize the kingdom by intrigue. (Daniel 11:21 NKJV)
“A vile person”
For the vile [stupid, wicked, impious] person will speak villainy, and his heart will work iniquity, to practise hypocrisy, and to utter error against the Lord, to make empty the soul of the hungry, and he will cause the drink of the thirsty to fail. (Isaiah 32:6)
The wicked walk or prowl about on every side, as vileness is exalted [and baseness is rated high] among the sons of men. (Psalm 12:8 AMP)
The Savior lived most of His life during the reign of Tiberius, the successor of Augustus, whom Gabriel described to Daniel as a “vile person.” History substantiates the description. “To whom they shall not give the honour of the kingdom.” He was not a direct heir to the throne, being the stepson of Augustus. Tiberius’s mother, the wife of Augustus, greatly influenced the emperor to make Tiberius his heir. He took over the kingdom peaceably after the death of Augustus.
Tiberius was given command of an army to quell Arminius, who had destroyed three Roman legions in Germany in a.d. 9; he succeeded wholly. He was succeeding at everything now, and in a.d. 14, on August 19, Augustus died. Tiberius, now supreme, played politics with the Senate and did not allow it to name him emperor for almost a month, but on September 17 he succeeded to the principate. He was 54 years old.
In the spring of a.d. 37, Tiberius took part in a ceremonial game that required him to throw a javelin. He wrenched his shoulder, took to his bed, became ill, and lapsed into a coma. His physicians, who had not been allowed to examine him for nearly half a century, now studied his emaciated body and declared that he would die within the day. The successor, Caligula, was sent for. The Praetorian Guard declared their support for the new emperor. The news of the succession was proclaimed to the world. Then Tiberius recovered consciousness, sat up, and asked for something to eat. The notables of Rome were thrown into confusion. Only the Praetorian commander, Macro, kept his head, and on the next day he hurried to Tiberius’s bed, caught up a heap of blankets, and smothered Tiberius with them.3
“Shall be broken; yea also the Prince of the covenant”
And when he had given thanks, he brake it, and said, Take, eat: this is my body, which is broken for you: this do in remembrance of me. (1 Corinthians 11:24)
And after threescore and two weeks shall Messiah be cut off, but not for himself. (Daniel 9:26)
But he was wounded for our transgressions, he was bruised for our iniquities: the chastisement of our peace was upon him; and with his stripes we are healed. (Isaiah 53:5)
Tiberius, that “vile person,” lived seemingly with no thought for eternity and his accountability toward God. At the same time, the Son of God, the master of eternity, went about all the towns of Israel, healing and dispensing the light of the gospel to all who would believe and accept it. He who was God in the flesh humbled Himself to serve and save man, while he who was but a man exalted himself and thus lived and died miserably. What a contrast!
This most important event of all time—the death of Christ for the sins of mankind—is just touched upon in this prophetic narrative, to give us a time reference within Daniel 11 as the history of this world advances to the climax of the last days.
Daniel 11:23
And after the league made with him he shall work deceitfully: for he shall come up, and shall become strong with a small people.
Rome will enter into mutual-assistance pacts with various kingdoms. After these kingdoms reach a friendly agreement with Rome, Rome will act deceitfully, turning things to its advantage.
Daniel 11:24
He shall enter peaceably even upon the fattest places of the province; and he shall do that which his fathers have not done, nor his fathers’ fathers; he shall scatter among them the prey, and spoil, and riches: yea, and he shall forecast his devices against the strong holds, even for a time.
When the richest provinces feel secure, he will invade them and will achieve what neither his fathers nor his forefathers did. He will distribute plunder, loot and wealth among his followers. He will plot the overthrow of fortresses—but only for a time. (Daniel 11:24 NIV)
Without warning and stealthily he shall come into the most productive places of a province or among the richest men of a province [of Egypt], and he shall do that which his fathers have not done nor his fathers’ fathers; he shall distribute among them plunder, spoil, and goods. He shall devise plans against strongholds—but only for a time [the period decreed by God]. (Daniel 11:24 AMP)
Rome here is said to invade the richest provinces and achieve dominion unlike any in the past. This was done not only by war and conquest but peaceably as nobility and army commanders were given a share of power and wealth over their conquered territories.
From the fortress of Rome, the power of the king of the north would dominate as foretold in Daniel 2 and 7. Yet even Rome will eventually come to its end. The phrase “even for a time” refers to a prophetic time of one year, or 360 days by the reckoning of the Jewish calendar, and thus 360 years. Some commentaries refer to “even for a time” as an undetermined amount of time, which simply shows the time of conquest and power would end.
Daniel 11:25
And he shall stir up his power and his courage against the king of the south with a great army; and the king of the south shall be stirred up to battle with a very great and mighty army; but he shall not stand: for they shall forecast devices against him.
And he shall stir up his power and his courage against the king of the south [Egypt] with a great army; and the king of the south shall wage war with an exceedingly great and mighty army, but he shall not stand, for schemes shall be devised against [the king of the South]. (Daniel 11:25 AMP)
The prophecy given in this verse was fulfilled by the battle of Actium in 31 b.c., when Augustus defeated Mark Antony. Antony was part of the ruling Triumvirate of Rome, but because of his passion for Queen Cleopatra of Egypt, he led the Egyptian armies against Rome. The time of verse 24, which would be 360 years is thought to be dated from 31 b.c. This brings us to a.d. 330, when the Roman emperor Constantine moved the capitol from Rome to Constantinople in what is now Turkey. This removal of the throne and the advancement of various marauding tribes coming against Rome, set the stage for the decay of the western Roman Empire over the next century and a half, for the time of Roman greatness was drawing to its end.
Daniel 11:26
Yea, they that feed of the portion of his meat shall destroy him, and his army shall overflow: and many shall fall down slain.
Those who eat from the king’s provisions will try to destroy him; his army will be swept away, and many will fall in battle. (Daniel 11:26 NIV)
Yes, those who eat of his rich and dainty food shall break and destroy him, and his army shall drift or turn away to flee, and many shall fall down slain. (Daniel 11:26 AMP)
In losing the battle of Actium, Egypt was brought under subjugation by Rome. Many of the allies Mark Antony had raised up to fight with him against Augustus, those who “feed of the portion of his meat,” went over to the side of Rome soon after Antony committed suicide to escape being captured by Augustus. This verse depicts the intrigue that marked the road to power when friends, allies, and relatives would not hesitate to slay many to gain power, even though they ate of the king’s table or were supported by him. The quest for power often does not honor the ties of kinship or acquaintance.
Daniel 11:27
And both of these kings’ hearts shall be to do mischief, and they shall speak lies at one table; but it shall not prosper: for yet the end shall be at the time appointed.
Both of these kings will be plotting against each other at the conference table, attempting to deceive each other. But it will make no difference, for neither can succeed until God’s appointed time has come. (Daniel 11:27 TLB)
Then the two kings will sit down to eat at the same table, but their motives will be evil, and they will lie to each other. (Daniel 11:27 TEV)
Before the Battle of Actium, Antony and Augustus had been in an alliance as part of the Triumvirate that ruled Rome. They were related through Antony’s marriage to the sister of Augustus. Yet despite the professed alliance and family tie, each one sought to outdo the other for sole control of the kingdom.
Despite all the play and counterplay of evil men, and the plans and intrigue to gain or maintain power, there is One mightier than they, who overrules according to the working out of His plans. “I said in mine heart, God shall judge the righteous and the wicked: for there is a time there for every purpose and for every work” (Ecclesiastes 3:17).
Daniel 11:28
Then shall he return into his land with great riches; and his heart shall be against the holy covenant; and he shall do exploits, and return to his own land.
While returning to his land with great riches, his heart shall be moved against the holy covenant; so shall he do damage and return to his own land. (Daniel 11:28 NKJV)
Augustus, the king of the north, returned to Rome after the Battle of Actium with great wealth from Egypt. In later years, the prophecy tells us, the king of the north would be angered by the Jewish rebellion and make war against God’s professed people, only to return to his own land after causing some damage. This text is believed to be speaking of the emperor Titus coming against Jerusalem and, in the midst of the siege, returning home. At this time the Christians escaped; not one perished when the armies returned against Jerusalem in a.d. 70. Christ foretold the final overthrow of Jerusalem. (See Luke 21:20; 19:43–44; Matthew 24:2.)
The Jews had forsaken the covenant to be God’s obedient and special people. Christ had declared nearly forty years earlier that their “house was left to them desolate,” foretelling His giving up the Jews as the people chosen of God, possessors of the sacred oracles of truth, and His earthly representatives. The destruction of the temple by Titus was the final sign that God’s covenant with Israel had ceased.
Daniel 11:29
At the time appointed he shall return, and come toward the south; but it shall not be as the former, or as the latter.
At the appointed time he will invade the South again, but this time the outcome will be different from what it was before. (Daniel 11:29 NIV)
At the time appointed [God’s own time] he shall return and come into the South, but it shall not be successful as were the former invasions [of Egypt]. (Daniel 11:29 AMP)
The “time appointed” can be understood to be the prophetic time of verse 24 beginning in 31 b.c. and closing in a.d. 330. Rome was then to return and come again toward the south, but not as on the former occasion, when it went to Egypt, nor as the latter, when it went to Judea. Those expeditions resulted in victory. This campaign led to defeat and demoralization. At the “time appointed,” the capital of the Roman Empire was moved from Italy to Turkey. Thus began the downfall of the western Roman Empire, the resulting political vacuum to be filled over the years increasingly by the bishop of Rome, leading to the rise of the Roman Catholic church-state system.
Daniel 11:30
For the ships of Chittim shall come against him: therefore he shall be grieved, and return, and have indignation against the holy covenant: so shall he do; he shall even return, and have intelligence with them that forsake the holy covenant.
For ships from Cyprus shall come against him; therefore he shall be grieved, and return in rage against the holy covenant, and do damage. So he shall return and show regard for those who forsake the holy covenant. (Daniel 11:30 NKJV)
Ships of the Western coastlands will oppose him, and he will lose heart. Then he will turn back and vent his fury against the holy covenant. He will return and show favor to those who forsake the holy covenant. (Daniel 11:30 NIV)
The navy of Genseric, the leader of the Vandals, one of the ten horns or barbarian tribes that came out of Rome (see Daniel 7:7), is here foretold. He was one of the instruments that weakened Rome. Counterattacks against him largely failed. But the Vandals were one of the three horns or kingdoms that were to be eventually plucked up or destroyed. (See Daniel 7:8.)
The holy covenant is the promise of God to Abraham that in his seed all the nations of the world would be blessed. (See Genesis 22:18.) This is the blessing of salvation. “So then they which be of faith are blessed with faithful Abraham” (Galatians 3:9). After a.d. 34, as we noticed in Daniel 9, the focus is no longer on the literal Jewish nation as God’s peculiar people but the spiritual Jews, the followers of Christ, scattered throughout the nations of the world (See 1 Peter 2:9.)
The work of suppressing the truth and the true Christians through the pagan-and-Christian mixture of the Roman Catholic system is here foretold. Verse 30 marks a transition point in the chapter, as the king of the north symbolizes papal Rome instead of pagan Rome.
The indignation is against the truths of salvation and against those who uphold these truths. This indeed was the work of the papacy—the little horn—that rose from the midst of the fourth beast of Daniel 7. Daniel 11 is but an explanation of the same principalities and powers of prophecy first introduced in chapters 2, 7, and 8.
Daniel 11:31
And arms shall stand on his part, and they shall pollute the sanctuary of strength, and shall take away the daily sacrifice, and they shall place the abomination that maketh desolate.
This verse matches well with Daniel 8:11, where “he,” papal Rome, takes away the daily sacrifice and casts down the sanctuary. Also at this time, the Roman church began receiving help from the secular kingdoms of the world, who largely adopted Catholicism over paganism; hence, “arms stand on his part,” or military power comes to its aid. With this aid of secular kingdoms the little horn (see Daniel 7:8), the Roman church, plucked up three of the kingdoms that arose from the divisions of pagan Rome. By this method it was able to establish its desolating work of abomination, as the truth was cast to the ground. Verses 32 through 35 describe the work of the true church when it would be trodden underfoot for 1,260 years, clothed in sackcloth and ashes. (See Daniel 7:25 and Revelation 11:2–3.)
Daniel 11:32
And such as do wickedly against the covenant shall he corrupt by flatteries: but the people that do know their God shall be strong, and do exploits.
With flattery he will corrupt those who have violated the covenant, but the people who know their God will firmly resist him. (Daniel 11:32 NIV)
Pleasing doctrines that promised the adherents salvation in their sins easily deceived those who forsook God and His Word. Deceptively, Rome brought in pagan philosophies and teachings, corrupting many. However, the true remnant, the church in the wilderness, resisted this apostasy and stood firm for God.
Daniel 11:33
And they that understand among the people shall instruct many: yet they shall fall by the sword, and by flame, by captivity, and by spoil, many days.
Those with spiritual understanding will have a wide ministry of teaching in those days. But they will be in constant danger, many of them dying by fire and sword, or being jailed and robbed. (Daniel 11:33 TLB)
For many days—1,260 years—the true church was trampled underfoot and persecuted by fire, imprisonment, exile, and sword. Yet the faithful continued to instruct in the ways of the true gospel so that its light was never wholly extinguished. The seeds of truth that were planted by the church of the wilderness bore fruit in the Protestant Reformation.
Daniel 11:34
Now when they shall fall, they shall be helped with a little help: but many shall cleave to them with flatteries.
When they fall, they will receive a little help, and many who are not sincere will join them. (Daniel 11:34 NIV)
The general timing and the events of previous verses would indicate the beginnings of the Reformation, led by such men as Wycliffe, Huss, and Luther. Many who would join them would be false hearted. Some kings and leaders joined them for political reasons, while others under pressure were swayed by the great opposition. Kings and the Roman clergy offered rewards and flatteries to get individuals in the Protestant movement to cease upholding the Bible and the freedom of religion and conscience the adherence to the Bible leads to. Such flatteries was in the vain hope of maintaining the status quo of religion and government.
Daniel 11:35
And some of them of understanding shall fall, to try them, and to purge, and to make them white, even to the time of the end: because it is yet for a time appointed.
And some of those who are wise, prudent, and understanding shall be weakened and fall, [thus, then, the insincere among the people will lose courage and become deserters. It will be a test] to refine, to purify, and to make those among [God’s people] white, even to the time of the end, because it is yet for the time [God] appointed. (Daniel 11:35 AMP)
Some of the wise fell in persecution; others stumbled in faith in the face of unbearable tribulation and wavered; all who were faithful were purged and made white. This experience among God’s people continued throughout the time of their being cast down, even to the time of the end. The time appointed and foretold by God came to an end when the 1,260 years of papal dominance and persecution ran its course, ending in 1798. This date marks the beginning of mankind’s last days, an undetermined length of time called the “time of the end.”
Daniel 11:36
And the king shall do according to his will; and he shall exalt himself, and magnify himself above every god, and shall speak marvellous things against the God of gods, and shall prosper till the indignation be accomplished: for that that is determined shall be done.
The king will do exactly as he pleases, claiming to be greater than every god there is, even blaspheming the God of gods, and prospering—until the time is up. For God’s plans are unshakeable. (Daniel 11:36 TLB)
The king of verse 36 is the king of the north, representing the Roman church, which took the place of the Roman Empire.
Over time the popes acted as if they were responsible to no one but themselves. This was especially true in the Middle Ages. Papal bulls and pronouncements, along with traditions and political intrigue, seemingly placed the Roman hierarchy above God and kings. However, the time of this rule was decreed to be but 1,260 years, or “time and times and the dividing of time” (Daniel 7:25).
Daniel 11:37
Neither shall he regard the God of his fathers, nor the desire of women, nor regard any god: for he shall magnify himself above all.
The papacy, while perverting the true gospel and character of God, professed to honor both. The Roman church, from its beginning, was steeped in paganism. But by the Middle Ages, little of Christ could be found within her borders, certainly not in Rome itself.
Priestly celibacy forbade marriage, but corruption and sensual excess often followed. Not a few of the popes had illegitimate children, and some of these children became popes themselves.4
Daniel 11:38–39
But in his estate shall he honour the God of forces: and a god whom his fathers knew not shall he honour with gold, and silver, and with precious stones, and pleasant things. Thus shall he do in the most strong holds with a strange god, whom he shall acknowledge and increase with glory: and he shall cause them to rule over many, and shall divide the land for gain.
Verses 38 and 39 reveal the real god of Rome during much of its reign. It was the god of forces. Revelation describes this god as “the angel of the bottomless pit, whose name in the Hebrew tongue is Abaddon, [destruction] but in the Greek tongue hath his name Apollyon [destroyer] (Revelation 9:11).
Rome instigated wars and set kingdom against kingdom to further her ends. For instance, Rome instigated war against Bohemia. This people, in disgust and outrage over the martyrdom of John Huss, sought to establish their religious freedom over the tyranny of Rome. The emperor Sigismund organized army after army to come against little Bohemia, sometimes with clergy leading the battle.
The historian Wylie records the following: “Pope Martin V., addressing himself to Sigismund, with all the kings, princes, dukes, barons, knights, states, and commonwealth of Christendom, adjured them, by ‘the wounds of Christ,’ to unite their arms and exterminate that ‘sacrilegious and accursed nation.’”5
Territories and titles were granted to kings and princes and leading men for rending to Rome the service of arms and allegiance. For her part, she took much wealth from the countries, and in some states the church owned nearly as much or more property than kings.
Daniel 11:40
And at the time of the end shall the king of the south push at him: and the king of the north shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.
Verse 40 begins to outline the battle that was to take place between the king of the north (the papacy) and her allies, and the power of atheism, the king of the south. In Revelation 11 this atheistic power is introduced as “the beast from the bottomless pit.” It describes the rise of atheism in revolutionary France near the end of the eighteenth century. This very power inflicted a deadly wound upon one of the heads of the papacy.
France, from the days of King Clovis in the sixth century, had largely been a faithful upholder of Rome. France rejected the Protestant Reformation, and expelled and killed many of the flower of the nation, such as the Huguenots, who were in large part artisans, craftsmen, and professional people. These people were persecuted because of their faith in the gospel and the Word of God. (We will discuss France further in Revelation 11.)
In 1776, Adam Weishapt, a Jesuit though supposedly a renegade, established the Illuminati, an anti-God force bent on bringing chaos and confusion to the countries of the world. Its purpose was to establish a new world order, run by the supposedly illuminated leaders, in preparation for the light bearer, Satan, to rule the world. It was known as the Jacobin Club in Revolutionary France and then developed into the League of the Just. Karl Marx was a member of this organization, which later changed its name to Communist. It is world communism, symbolized as the king of the south in verse 40.
“Time of the end”
But thou, O Daniel, shut up the words, and seal the book, even to the time of the end: many shall run to and fro, and knowledge shall be increased. (Daniel 12:4)
In prophetic reckoning, this is understood to mark the completion of the prophetic day-for-year period of 1,260 years of papal dominance. Commencing with the time of the end, Daniel predicted that there would be an increase in technology, knowledge, and travel. Advances in these areas has also dramatically increased the distribution, availability, and knowledge of God’s Word.
Before the “time of the end,” Bibles, in manuscript or in print (counting every version in every land), numbered not more than four million. The various languages in which these four million were written numbered about fifty.
What has transpired since 1798? The London Religious Tract Society was established in 1799. The British and Foreign Bible Society was established in 1804 and The American Bible Society in 1816. Now Bibles are available in hundreds of languages and distributed by the hundreds of millions. Scientific and technological advances continue to develop at an ever-increasing rate. Indeed, “knowledge shall increase.” With all these advancements, including communications and travel, men are literally running to and fro throughout the earth.
“King of the south”
South—from an unused root meaning to be parched; the Negeb or southern district of Judah, occasionally, Egypt (as south of Palestine)6
The king of the south thus far has been a representation of Egypt. The word of God had decreed that “it shall be the basest of the kingdoms; neither shall it exalt itself any more above the nations: for I will diminish them, that they shall no more rule over the nations” (Ezekiel 29:15).
Egypt in the time of the end has no literal prophetic, military, or economic importance that affects God’s people or the world at large. Literal Egypt, being insignificant, is now viewed as merely a symbol. Egypt in Scripture represents an anti-God power. (See the note under Revelation 11:8.) Therefore, we are to look for an anti-God power near the time of the end that pushed against the papacy.
Atheistic France pushed against the papacy. Revelation chapter 11, in symbol, refers to the condition and spirit of France during this time and describes it as that “which spiritually is called Sodom and Egypt, where also our Lord was crucified” (Revelation 11:8).
Daniel’s description of the king of the south pushing at the papacy describes the same time as Revelation 13:3, when the papacy received a deadly wound to one of its heads. We see in the last verses of Daniel 11 the reemergence to power of the king of the north, described as the beast in Revelation 13. The king of the north, in the time of the end, and the reemerging beast of Revelation 13 are the same power. As in Daniel 11, so in Revelation 13. After receiving a deadly wound to one of its heads as the king of the south pushed at it, it would eventually rise to a position where all the world will wonder after the beast. Again, what Daniel describes John picks up and expands upon.
“Push at him”
Push—to butt with the horns; figuratively, to war against7
This term describes the conflict between “the king of the south,” atheism, and the “king of the north,” the papacy, since the beginning of the “time of the end.” In 1798 French General Berthier took the pope captive, wounding one of the heads or leaders of the papal beast. (See Revelation 13:3.)
The atheistic power later developed into communism. The communism of the nineteenth and twentieth centuries has its roots in revolutionary France, as stated by one of Russia’s revolutionary leaders, Prince Peter Kropotkine, who states, “The Great [French] Revolution … was the source and origin of all the present communist, anarchist, and socialist conceptions.”8
“The king of the north”
Behold, I will send and take all the families of the north, saith the Lord, and Nebuchadrezzar the king of Babylon, my servant, and will bring them against this land, and against the inhabitants thereof, and against all these nations round about, and will utterly destroy them, and make them an astonishment, and an hissing, and perpetual desolations. (Jeremiah 25:9)
For thus saith the Lord God; Behold, I will bring upon Tyrus Nebuchadrezzar king of Babylon, a king of kings, from the north, with horses, and with chariots, and with horsemen, and companies, and much people. (Ezekiel 26:7)
The word of the Lord which came to Jeremiah the prophet against the Gentiles; against Egypt, against the army of Pharaohnecho king of Egypt, which was by the river Euphrates in Carchemish, which Nebuchadrezzar king of Babylon smote in the fourth year of Jehoiakim the son of Josiah king of Judah. Egypt is like a very fair heifer, but destruction cometh; it cometh out of the north. (Jeremiah 46:1–2, 20)
The king of the north in ancient times was Babylon. Ancient Babylon is no longer. However, the book of Revelation reveals the rise of a new Babylon, a spiritual Babylon. (See Revelation 16–18.) The king of the north spoken of in Daniel 11:40 is not literal Babylon, but the head of spiritual Babylon that was to arise. Bible scholars for centuries have identified the papacy as the head of this system. Contemporary events confirm that the papacy (the king of the north) has played a major role in defeating Communism, the modern-day king of the south.
The king of the north in Daniel 11 parallels the prophetic powers we have studied in previous lessons. The remnants of the Grecian kingdom that controlled Syria was the king of the north, which gave way to the Roman Empire, which became the king of the north. As we have learned in Daniel 7, 8, and now 11, the next prophetic power after pagan Rome was the Roman church.
“Come against him like a whirlwind”
Has Communism been swept away by the storm of confusion and change instigated by the “king of the north”? Newsweek, in the December 25, 1989, issue, described the fall of Communism using this headline: “Days of the Whirlwind.” Various news articles of the day made similar reports. U. S. News and World Report published an article titled “Gorby’s Bow to the Roman Legions.”
“Of all the events that have shaken the Soviet bloc in 1989, none is more fraught with history—or more implausible—than the polite encounter that will take place this week in Vatican City. There, in the spacious ceremonial library of the 16th century Apostolic Palace, the czar of world atheism, Mikhail Gorbachev will visit the Vicar of Christ, Pope John Paul II. …
“The moment will be electric, and not only because John Paul helped inflame the fervor for freedom in his Polish homeland that has swept like a brush fire across Eastern Europe. Beyond that, the meeting of the two men symbolizes the end of the 20th century’s most dramatic spiritual war, a conflict in which the seemingly irresistible force of Communism battered against the immovable object of Christianity. …
“While Gorbachev’s hands-off policy was the immediate cause of the chain reaction of liberation that has swept through Eastern Europe in the past few months, John Paul deserves much of the longer-range credit.”9
“When the Holy Roman emperor Henry IV decided to seek the pardon of Pope Gregory VII in 1077, he stood barefoot for three days in the snow outside the papal quarters in Canossa, Italy. Gorbachev’s concordant with the church was no less significant in its way. But there was a crucial difference: as is so often the case with Gorbachev, he achieved his reconciliation without humiliation.”10
“Step by reluctant step, the Soviets and the communist government of Poland bowed to the moral, economic and political pressure imposed by the Pope and the President.”11
These excerpts from secular news magazines, and subsequent history, show the prophetic fulfillment of the whirlwind of change that swept the former Soviet bloc. Even the secular news of the time recognized the dramatic, behind-the-scenes role the papacy played in bringing a remarkable and surprising end to world Communism. While there are still a few holdouts of Communism, economic pressures are pushing against these countries, and they too will fall to the force of economic globalization and democratization. In the end, this force will lead to global tyranny, as foretold in Revelation 13:11–18. Here is depicted a lamb-like power that arises, speaks as a dragon, and forces the world into accepting an image to the papal beast.
“With chariots, and with horsemen”
And Benhadad the king of Syria gathered all his host together: and there were thirty and two kings with him, and horses, and chariots: and he went up and besieged Samaria, and warred against it. (1 Kings 20:1)
When thou goest out to battle against thine enemies, and seest horses, and chariots, and a people more than thou, be not afraid of them: for the Lord thy God is with thee, which brought thee up out of the land of Egypt. (Deuteronomy 20:1)
But the Egyptians pursued after them, all the horses and chariots of Pharaoh, and his horsemen, and his army, and overtook them encamping by the sea, beside Pihahiroth, before Baalzephon. (Exodus 14:9)
Behold, he shall come up as clouds, and his chariots shall be as a whirlwind: his horses are swifter than eagles. Woe unto us! for we are spoiled. (Jeremiah 4:13)
Chariots and horsemen represent military might and power. In the days of these Bible writers the most powerful means of warfare was actual chariots and horseman.
The papacy (the king of the north) has never had her own armies. Rather, she uses the armies and political apparatus of those countries she has dominated, or which have been sympathetic to her goals. It is no different today. Note the following headline from Time magazine, February 24, 1992:

Read carefully the following excerpts from this article and see if the “king of the north,” the papacy, and her ally, the United States, have indeed come against Communism, as foretold in prophecy.

“In that meeting [on June 7, 1982], Reagan and the Pope agreed to undertake a clandestine campaign to hasten the dissolution of the communist empire. Declares Richard Allen, Reagan’s first National Security Advisor: “This was one of the great secret alliances of all time.”12
“The key administration players were all devout Roman Catholic—CIA chief William Casey, Allen, Clark, Haig, [Vernon] Walters [Ambassador at Large], and William Wilson, Reagan’s first ambassador to the Vatican. They regarded the U.S.-Vatican relationship as a holy alliance: the moral force of the Pope and the teachings of their church combined with their fierce anticommunism and their notion of American democracy.”13
“Military pressure from America and its Western allies had caused the Soviets to flinch.”14
“And with many ships”
They that go down to the sea in ships, that do business in great waters; these see the works of the Lord, and his wonders in the deep. (Psalm 107:23–24)
For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off, and cried when they saw the smoke of her burning, saying, What city is like unto this great city! And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas, that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate. (Revelation 18:17–19)
All the ships of the sea and their oarsmen were in you to market your merchandise. (Ezekiel 27:9 NKJV)
Ships in Bible prophecy represent trade and commerce. Even in today’s modern world, the greatest portion of the world’s goods move initially by ship, and ship traffic is a good indicator of the health of global commerce.
Through increasing military expenditures and the global might of world capitalism, the western powers, particularly the United States, were too much for the centralized and increasingly inept Marxist, state-controlled economies to compete with. The economic decay from within, and the advancing wealth and development of America and the western powers from without, helped in the demise of the king of the south.
“And he shall enter into the countries, and shall overflow and pass over”
Thus saith the Lord; Behold, waters rise up out of the north, [armies of Babylon] and shall be an overflowing flood, and shall overflow the land, and all that is therein; the city, and them that dwell therein: then the men shall cry, and all the inhabitants of the land shall howl. (Jeremiah 47:2)

The term overflow is used to indicate a takeover or military subversion.
The fall of Communism started in the countries of eastern Europe, which rapidly fell to the overflowing forces of democracy, capitalism, and papal influence. Russia was next, as history confirms.
“A free, noncommunist Poland, they [Reagan and John Paul II] were convinced would be a dagger to the heart of the Soviet empire and if Poland became democratic, other East European states would follow.”15
Notice the plan of the United States in its partnership with the papacy, which well describes the events of Daniel 11:40.
“According to National Security Advisor Clark, the Pope and Reagan referred to the “miraculous” fact that they had survived. [Speaking of the assassination attempts upon the two leaders]. Clark said the men shared “a unity of spiritual view and a unity of vision on the Soviet empire: that right or correctness would ultimately prevail in the divine plan.”16
In early 1982, the Vatican and Washington forged a five-part plan designed to bring about the breakdown of the Soviet economy. The plan envisioned loosening the ties of the Warsaw pact nations to the U.S.S.R. and encouraging reform within the Soviet Union.
“Chariots and horseman”
The US defense buildup, already under way, aimed at making it too costly for the Soviets to compete militarily with the US. Reagan’s strategic defense initiative—commonly called “Star Wars”—became a centerpiece of the strategy.
“And he shall enter into the countries, and shall overflow and pass over”
Covert operations aimed at encouraging reform movements in Hungary, Czechoslovakia, and Poland.
Financial aid to Warsaw Pact nations, calibrated to their willingness to protect human rights and undertake political and free-market reforms.
“And with many ships”
“By economic isolation of the Soviet Union and the withholding of Western and Japanese technology from Moscow. The administration focused on denying the USSR what it had hoped would be its principal source of hard currency in the twenty-first century: profits from a transcontinental pipeline to supply natural gas to western Europe. The 3,600-mile-long pipeline, stretching from Siberia to France, opened on January 1, 1984, on time but on a far smaller scale than the Soviets hoped.”17
The American and Vatican strategy fits Daniel’s description of how the king of the north, the papacy and her allies, would come against the king of the south, Soviet Communism. The news clip below shows just how successful the thrust against Soviet communism has been.

Medvedev Visits Benedict XVI in Rome

Bosef Benedict XVI and Russian President Dmitry Medvedev agreed to upgrade relations between the two sides to full diplomatic ties, the Holy See is reporting.
A communiqué from the Vatican press office confirmed that the two leaders met today for some 30 minutes in the Vatican, and that during the “cordial” discussions, it was “agreed to establish full diplomatic relations between the Holy See and the Russian Federation.”
The two sides have maintained representation below the rank of ambassador since 1990. 18
Let us review what we have learned thus far in Daniel 11:40:
At the time of the end [1798 and onward] shall the king of the south [atheism, beginning with atheistic France] push at [war against] him [papal Rome]: and the king of the north [papal Rome] shall come against [sweep away] him [atheism] like a whirlwind, with chariots, and with horsemen [military strength and might], and with many ships [trade or economic strength]; and he shall enter into the [Soviet-bloc-controlled] countries, and shall overflow and pass over.
John reveals in the book of Revelation what Daniel 11 is describing: an alliance of the papal power (the first beast) and the United States (the second beast), as depicted in Revelation 13. These two, with other compliant nations, will enforce the mark of the beast upon the world.
Daniel 11:41
He shall enter also into the glorious land, and many countries shall be overthrown: but these shall escape out of his hand, even Edom, and Moab, and the chief of the children of Ammon.
Israel was a glorious land when she followed the Lord. But in the new testament there is a second Israel, it is spiritual Israel, the church.
For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh: but he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter, whose praise is not of men, but of God. (Romans 2:28–29)
There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus. And if ye be Christ’s then are ye Abraham’s seed, and heirs according to the promise. (Galatians 3:28–29)
If we were to take Israel, at least in end-time prophecy, as still being the glorious land, the king of the north has entered into this country as well. How? In the early 1990s Israel and the Vatican exchanged ambassadors. The following news clips will show how the king of the north has entered Israel, especially through its acceptance of the Jews as brothers.

Yosef Neville Lamdan, Israeli ambassador to the Vatican, recalled the Pope’s historic trip last year to the Holy Land, and referred to some interesting consequences.
“His Holiness invited us to develop the dialogue, to build—in the spirit of reconciliation —a new era in the relations between Christians and Jews,” the diplomat said. “We will do everything possible to put his invitation into practice. Beginning, for example, with the education of youth and exchanges among them. However, without neglecting other forms of collaboration, such as international cooperation.” …
“I think that to work together for humanitarian ends might have beneficial repercussions in all fields. We know that the dialogue between us is not easy; however, be careful, we cannot fail to meet this great and wonderful challenge.”21
Israelis Renew Invitation to Pope to Visit
ROME, Nov. 28, 2006 —
A delegation of the Israeli government visited the Holy See to renew its invitation to Benedict XVI to visit Israel and to establish an agenda of negotiations.
In this connection, Aaron Abramovich, director general of foreign affairs, and Oded Ben-Hur, Israel’s ambassador to the Holy See, were received by Cardinal Tarcisio Bertone, Vatican secretary of state, and Archbishop Dominique Mamberti, Vatican secretary for relations with states.22
In light of what we have learned thus far, could Protestant Christian America, considered by some to be the glorious land, and the world’s sole superpower and the most religious of all the industrialized countries be referred to in Daniel 11:41? Though it is rapidly decaying morally, decadent America is still, to a large degree, the center of freedom and the Christian faith in the world.
Revelation 13 reveals the United States as the two-horned, lamb-like beast that speaks as a dragon. Many in the early twenty-first century can readily see the dragon voice coming from supposedly Christian America. The prophecy already covered shows how America and the Vatican have been allies. In Revelation 13, the two-horned beast helps the first beast to regain its worldwide dominion. Is papal policy influencing America?
“In response to concerns of the Vatican, the Reagan Administration agreed to alter its foreign-aid program to comply with the church’s teachings on birth control. According to William Wilson, the President’s first ambassador to the Vatican, the State Department reluctantly agreed to an outright ban on the use of any U.S. aid funds by either countries or international health organizations for the promotion of birth control or abortion. As a result of this position, announced at the World Conference on Population in Mexico City in 1984, the U.S. withdrew funding from, among others, two of the world’s largest family planning organizations: the International Planned Parenthood Federation and the United Nations Fund for Population Activities. …
“The Administration consulted with the Vatican on other matters as well. In Lebanon, the Reagan Administration adopted policies favoring the interests of the church and Maronite Christians. On several occasions, Casey used church channels to deal with the contras, though the Vatican itself took no official position on the war in Nicaragua. … Cardinal Laghi, who had served in Nicaragua in the early 1950s as secretary at the Apostolic Nunciature in Managua, played a key role by assuring contra leaders that the Administration delivered on its promises.”23
WASHINGTON March 22, 2001—
Seven cardinals and President Bush presided over the March 22 ceremony and ribbon-cutting that marked the grand opening of the Pope John Paul II Cultural Center in Washington.
Detroit Cardinal Adam J. Maida, president of the center dedicated to the Catholic faith, told the audience of about 1,200 guests in a huge tent on the grounds of the center that the pope insisted it be located in Washington instead of any of several other suggested sites, including Warsaw or Krakow in Poland.
“He sees Washington, D.C., as the crossroads of the world,” Cardinal Maida said. “The center’s location here will allow it to impact and shape the many events that transpire here.” …
The evening before, Bush hosted about 60 bishops and other church leaders for a reception at the White House.
He said the best way to honor the pope “is to take his teaching seriously, is to listen to his words and put his words and teachings into action here in America.”24
In our study of the glorious land and its meaning, and the influence of the king of the north over it, we have looked at the possibility of either Israel or America being the glorious land. If the church has superseded Israel, this prophecy of influence over the glorious land would indicate the influence of the papacy on the Christian churches. Certainly ecumenicalism has allowed papal doctrines and policies to be accepted by most churches. Regardless of the final meaning of the “glorious land,” it is a clear description of the papacy’s growing influence.
“Even Edom”
Now these are the generations of Esau, who is Edom. (Genesis 36:1)
Thus dwelt Esau in mount Seir: Esau is Edom. And these are the generations of Esau the father of the Edomites in mount Seir. (Genesis 36:8–9)
“And Moab”
Thus were both the daughters of Lot with child by their father. And the firstborn bare a son, and called his name Moab: the same is the father of the Moabites unto this day. (Genesis 19:36–37)
“The chief of the children of Ammon”
Thus were both the daughters of Lot with child by their father. … And the younger, she also bare a son, and called his name Benammi: the same is the father of the children of Ammon unto this day. (Genesis 19:36, 38)
These three groups of people were descendants of Abraham. Abraham’s son Isaac bore Jacob and Esau. The promised seed of the Messiah eventually came through the descendants of Jacob. Esau sold his birthright and married outside the faith. His descendants were the Edomites, who became antagonistic toward the children of Israel. The Moabites and Ammonites descended from Lot, the nephew of Abraham, as a result of his incestuous relationship with his daughters. Daniel 11:41 tells us that these three Edom, Moab, and Ammon shall escape the onslaughts of the king of the north.
Look at the map left, showing the territory of these tribes. It is unlikely it would be possible for them to escape the influence of the king of the north. In fact, both the Vatican and America are highly involved in this region.
What we are dealing with is a prophecy of symbols; however, the symbols, once identified, have literal meaning. It would seem that these ancient tribes who rebelled against God and descended into confusion represent a group of people within the system of Babylon spoken of in the book of Revelation. In Revelation 18 God calls for His people to “come out” of Babylon. “And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues” (Revelation 18:4).
Edom, Moab, and Ammon represent a people who descended from the truth into confusion. But God still considers them His people. In mercy He calls them to come out of Babylon and escape her destruction. Edom, Ammon, and Moab represent a class of people who escape the king of the north by giving heed to God’s call to come out of Babylon, stand for the truth, and be loyal to God. These types of persons are scattered throughout the world, rather than representing a literal area or ethnic group today.
Daniel 11:42
He shall stretch forth his hand also upon the countries: and the land of Egypt shall not escape.
“Also upon the countries”
For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies. (Revelation 18:3)
And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will show unto thee the judgment of the great whore that sitteth upon many waters: with whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication. (Revelation 17:1–2)
And [the second beast] causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed. (Revelation 13:12)
And it was given unto him [the first beast] to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations. (Revelation 13:7)
And his [the first beast’s] deadly wound was healed: and all the world wondered after the beast. (Revelation 13:3)
Prophecy reveals that not only will Communism fall due to the work of the papacy, but eventually all the countries of the world shall come under the influence of this power.
“Land of Egypt”
In Revelation chapter 11, which closely parallels portions of Daniel 11, we find the development of atheism as it arose from revolutionary France. Egypt is described in symbol in Revelation 11 as a power atheistic in nature and born in revolution, which was to war against the gospel. Has there been a power in the world that was atheistic in nature, born of revolution, and warred against the gospel, Catholicism, the free market, and Democratic principles of the west? Of course: it was Soviet-led Communism, which, as we have seen, succumbed to the king of the north and its partners.
Is there another major atheistic, anti-God power with the spirit of Egypt? Consider China. As we saw in verses 40 and 41, the work of the capitalist West, in partnership with the papacy (the king of the north), pushed against Communism. The initial push was against Russia and the former Soviet bloc in eastern Europe. What trends are we seeing today in China that would indicate that she will be the next to fall to the combined forces of church and state, the “king of the north”?
The “ships” or forces of western capitalism are riding high in China these days. A subtle and controlled revolution is taking place there that will bring her into the mainstream of world society. Scripture says she will not escape.
An economic revolution is rapidly transforming China into a capitalist power, albeit one with central authority still held by the Communist hierarchy. Political power cannot stay in the hands of the Communists indefinitely. Despite its oppression and persecution in some areas, China has rapidly changed. It is to host the 2008 summer Olympic games—a sign of its acceptance by the world. China has recently become a full-fledged member of the global system of trade and commerce through its membership in the World Trade Organization (WTO).
China is increasingly becoming a major economic force in Asia and the world. If China is the Egypt of this prophecy, we are seeing the “king of the north,” through its western allies and its philosophy and business influence, drawing the Chinese into the interdependent global economy.
China is rapidly throwing off much of the isolated backwardness experienced under Chairman Mao. China is opening itself up so it can be influenced by the dragon power of Revelation 13 that will decree “that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name” (Revelation 13:17). Before that takes place, there will be, in the mercy of God, an opening for the gospel to be proclaimed, just as has been taking place in the former Soviet bloc.
Behind the scenes a reestablishment of diplomatic ties between the Chinese government and the Vatican is under way that will no doubt be consummated in the years ahead.
Vatican: “Time Ripe” for Ties with Beijing
Archbishop Lajolo Comments on New Chinese Cardinal
VATICAN CITY, March 26, 2006 —
The Vatican secretary for relations with states says the “time is ripe” for the Holy See to establish diplomatic relations with China.…
According to Archbishop Lajolo, the Pope’s appointment of the cardinal is the “sign of the special affection that Benedict XVI feels for the whole Chinese population.”
“As is known, there have already been various contacts, with ups and downs,” said Archbishop Lajolo.25
Revelation 13 indicates a rise at the end of time of the power of the papacy, with special help from a two-horned beast that looks lamb-like, or Christian, but ends up speaking like a dragon. In the role of a dragon, it coerces the world to adopt a form of worship in line with the papal power. Incredible?
We have already seen this partnership in action in the fall of Communism. Can we doubt that the rest of the prophecy will be fulfilled as well? Revelation reveals that this alliance will establish a law stating that no one in the world can buy or sell except those who have the mark of the beast.
Daniel 11:43
But he shall have power over the treasures of gold and of silver, and over all the precious things of Egypt: and the Libyans and the Ethiopians shall be at his steps.
“He shall have power over the treasures of gold and of silver”
No man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name. (Revelation 13:17)
For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies. For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off. (Revelation 18:3, 17)
And through his policy also he shall cause craft to prosper in his hand; and he shall magnify himself in his heart, and by peace [margin, prosperity] shall destroy many: he shall also stand up against the Prince of princes; but he shall be broken without hand. (Daniel 8:25)
Verse 43 states that “the king of the north will have power over the treasures of gold and silver.” Revelation 13 reveals an alliance between the beast and the two horned lamb like beast shall ensure that no one can buy or sell unless he has the “mark of the beast.”
Revelation 18 reveals that this confederacy will take in the kings of the earth and the merchantmen of national and international commerce. Verse 43 indicates that “the king of the north” will have power over the wealth of this world. This would indicate the ability to influence, if not control, a new world economic order.
“The Libyans and the Ethiopians shall be at his steps”
So the Lord smote the Ethiopians before Asa, and before Judah; and the Ethiopians fled. And Asa and the people that were with him pursued them unto Gerar: and the Ethiopians were overthrown, that they could not recover themselves; for they were destroyed before the Lord, and before his host; and they carried away very much spoil. (2 Chronicles 14:12–13)
Were not the Ethiopians and the Lubims a huge host, with very many chariots and horsemen? yet, because thou didst rely on the Lord, he delivered them into thine hand. (2 Chronicles 16:8)
Egypt riseth up like a flood, and his waters are moved like the rivers; and he saith, I will go up, and will cover the earth; I will destroy the city and the inhabitants thereof. Come up, ye horses; and rage, ye chariots; and let the mighty men come forth; the Ethiopians and the Libyans, that handle the shield; and the Lydians, that handle and bend the bow. (Jeremiah 46:8–9)
The word of the Lord came again unto me, saying, Son of man, prophesy and say, Thus saith the Lord God; Howl ye, Woe worth the day! For the day is near, even the day of the Lord is near, a cloudy day; it shall be the time of the heathen. And the sword shall come upon Egypt, and great pain shall be in Ethiopia, when the slain shall fall in Egypt, and they shall take away her multitude, and her foundations shall be broken down. Ethiopia, and Libya, and Lydia, and all the mingled people, and Chub, and the men of the land that is in league, shall fall with them by the sword. Thus saith the Lord; They also that uphold Egypt shall fall; and the pride of her power shall come down: from the tower of Syene shall they fall in it by the sword, saith the Lord God. (Ezekiel 30:1–6)
In the Old Testament, Libya and Ethiopia allied themselves with those who opposed God’s people. God punished them for this. Both of these countries have in the past been sympathetic to Marxist ideology or were dictatorships opposed to the West. But in the twenty-first century both are opening up to the West and its influence.
Libya and Ethiopia are African nations. Is the “king of the north” active here as well? If so, we should be seeing the crumbling of socialistic governments and state-controlled economies. While the initial euphoria of these changes has dispersed under the reality of continued oppression and corruption, Africa is indeed opening up and must continue to do so.
The papacy, through its churches, welfare work, and behind-the-scenes pressure on governments, is exercising a strong influence. With an interest in securing oil supplies, and combating terrorism and disease, the key areas of interests for America, these two allies (America and the Vatican) are gaining more influence on the continent. Both Libya and Ethiopia are being influenced by the military (horseman) of the United States, as well as by the commercial interests (shipmen). The papacy is the king of the north, while America and others are merely surrogates and allies to assist the king of the north in accomplishing its ends.
Does the king of the north have influence with these countries in a literal sense?
International Conflicts Must Be Resolved through Dialogue

John Paul II also mentioned the Catholic community in Libya, whom he encouraged to “continue with its work, cultivating the spirit of fraternal communion and availability toward the neighbor with a discreet and loving presence.”26
John Paul II’s Address to New Ambassador of Ethiopia
VATICAN CITY, May 16, 2003 —
Mr Ambassador, as begin your diplomatic mission to the Holy See, please know of the readiness of the various offices and agencies of the Roman Curia to assist you in the fulfillment of your responsibilities. Assuring you of my good wishes for the success of your work, I cordially invoke upon you and upon the leaders and people of Ethiopia the abundant blessings of Almighty God.”27
Verses 40 through 43 are symbolic descriptions of trends transpiring in our world today. The book of Revelation adds more detail as to the outcome of these trends. A confederacy of world powers is described in Revelation 17, with a woman (religious system) riding a beast—a church-state hybrid system of world control.
This will be a worldwide system in rebellion against God and His laws. This will be a time, defined in Scripture, when a special form of economic and religious force will be used to cause the entire world to become drunk with the wine of falsehood and deception. (See Revelation 14:8; 17:2.) The prophetic trends outlined in these verses should not be ignored, for they are leading us to a system that will enforce the “mark of the beast.”
Satan, the true king of the north, who has sought the worship and homage of man, will set up his kingdom through apostate mankind. He will, at some point in time, be seen and worshipped, as he will seek to “sit also upon the mount of the congregation, in the sides of the north. I [Satan] will ascend above the heights of the clouds, I will be like the Most High” (Isaiah 14:13–14).
Daniel 11:44
But tidings out of the east and out of the north shall trouble him: therefore he shall go forth with great fury to destroy, and utterly to make away many.
“Tidings out of the east and out of the north”
Calling a ravenous bird from the east—the man [Cyrus] who executes My counsel from a far country. Yes, I have spoken, and I will bring it to pass; I have purposed it, and I will do it. (Isaiah 46:11 AMP)
That saith of Cyrus, He is my shepherd, and shall perform all my pleasure. even saying to Jerusalem, Thou shalt be built; and to the temple, Thy foundation shall be laid. (Isaiah 44:28)
And, behold, the glory of the God of Israel came from the way of the east: and his voice was like a noise of many waters: and the earth shined with his glory. (Ezekiel 43:2)
God, in destroying ancient Babylon, used a king or messenger from the East. At the time of verse 44, God will reveal another messenger from the East, which will come against the forces of Babylon.
And after these things I saw four angels standing on the four corners of the earth, holding the four winds [strife] of the earth, that the wind should not blow on the earth, nor on the sea, nor on any tree. And I saw another angel [messenger] ascending from the east, having the seal of the living God; and he cried with a loud voice to the four angels, to whom it was given to hurt the earth and the sea. Saying Hurt not the earth, neither the sea, nor the trees, till we have sealed the servants of our God in their foreheads. (Revelation 7:1–3)
These verses describe a sealing message that will not only test the loyalty of every individual in the world but will also seal the loyal followers of God as His. Those who accept the message will receive a “seal” that will serve as a mark of protection when the winds of strife and turmoil are let loose in this world and mystical Babylon is judged. During this time, God’s people will be kept safe. Those who reject the message will suffer the seven last plagues.
The message, like the rising of the sun from the east, grows in brightness and influence. This sealing message is found in Revelation 14:6–12. The faith of Jesus and the commandments of God are key elements of the sealing message. They are a part of the everlasting gospel to be given with a loud voice. This message shall go “to every nation kindred, tongue, and people.” This message upsets the king of the north and leads him and his allies to exercise great fury.
This message also declares, “Mightily with a strong voice, saying, Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird. For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies. And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues” (Revelation 18:2–4).
My people, go ye out of the midst of her, and deliver ye every man his soul from the fierce anger of the Lord. And lest your heart faint, and ye fear the rumor that shall be heard in the land; a rumor shall both come in one year, and after that in another year shall come a rumor, and violence in the land, ruler against ruler. (Jeremiah 51:45–46)
One year before Cyrus attacked Babylon, he encamped for the winter not far from the city. It was rumored one year in advance that forces were coming against Babylon. Today, God has told us, like a “rumor in the land,” that Babylon will fall. (See Revelation 14:8; 18:2, 8.)
In ancient days God pleaded with His people to flee from Babylon. In the future, the tidings of the sealing message of God that “will lighten the earth with His glory” will be proclaimed with a loud voice. A call will again be made to God’s people to separate from Babylon before she is judged. This last message of the gospel, combined with the pronouncement of the condemnation and fall of Babylon, will “trouble” the king of the north. (See Revelation 18:1–4.)
“Shall go forth with great fury to destroy, and utterly to make away many”
I beheld, and the same horn made war with the saints, and prevailed against them; Until the Ancient of days came, and judgment was given to the saints of the most High; and the time came that the saints possessed the kingdom. (Daniel 7:21–22. The little horn will wage war against God’s people until God Himself intervenes on their behalf.)
And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live. And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed. (Revelation 13:14–15)
As the people of God, empowered by the Holy Spirit, give the loud cry of Revelation 18:1–4, the world confederacy of apostate religion and state will be enraged. Their system for world control and international peace and harmony will be exposed for its opposition to the true God of heaven. The response will be one of anger and fury as these powers seek to annihilate the servants of God. Yet the Bible declares, “These shall make war with the Lamb, and the Lamb shall overcome them: for He is Lord of lords, and King of kings: and they that are with Him are called, and chosen, and faithful” (Revelation 17:14).
Daniel 11:45
And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.
“The glorious holy mountain”
For in mine holy mountain, in the mountain of the height of Israel, saith the Lord God, there shall all the house of Israel, all of them in the land, serve me: there will I accept them, and there will I require your offerings, and the firstfruits of your oblations, with all your holy things. (Ezekiel 20:40)
Thou art the anointed cherub that covereth; and I have set thee so: thou wast upon the holy mountain of God; thou hast walked up and down in the midst of the stones of fire. (Ezekiel 28:14)
Beautiful for situation, the joy of the whole earth, is mount Zion, on the sides of the north, the city of the great King. (Psalm 48:2)
I was speaking, and praying, and confessing my sin and the sin of my people Israel, and presenting my supplication before the Lord my God for the holy mountain of my God. (Daniel 9:20)
These and other texts identify the “holy mountain” as the dwelling place of God. Specifically, it was Mount Moriah, the site of the temple, the visible place where God met with His people.
At the end of time, the papacy, with the kings of the earth, controlled by Satan, will seek to establish their kingdom in opposition to God. They will profess to be God’s representatives when, in reality, they are usurping God’s authority and establishing a false system of worship due rightfully to God alone. Some have thought this means there will be an attempt to establish the seat of power in Jerusalem itself, with Satan, the god of this world (see 2 Corinthians 4:3–4), eventually showing himself as Christ, seeking to reign from Jerusalem. While that is certainly possible, verse 45 is more than a description of a seat of power established in a particular place.
Verse 45 refers to the papacy and the final confederacy of Babylon becoming a substitute for God before the people of the earth. This will be followed by Satan’s counterfeit of Christ’s coming. This is the fulfillment of Satan’s boast: “I will be like the most High” (Isaiah 14:14). Yet all the apostate powers at the end of time will come to their end.
“Yet he shall come to his end, and none shall help him”
And through his policy also he shall cause craft to prosper in his hand; and he shall magnify himself in his heart, and by peace shall destroy many: he shall also stand up against the Prince of princes; but he shall be broken without hand. (Daniel 8:25)
A stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces. Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away. (Daniel 2:34–35)
And the ten horns which thou sawest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire. (Revelation 17:16)
And the great city was divided into three parts, and the cities of the nations fell: and great Babylon came in remembrance before God, to give unto her the cup of the wine of the fierceness of his wrath. (Revelation 16:19)
And the beast was taken, and with him the false prophet that wrought miracles before him, with which he deceived them that had received the mark of the beast, and them that worshipped his image. These both were cast alive into a lake of fire burning with brimstone. (Revelation 19:20)
Thou hast defiled thy sanctuaries by the multitude of thine iniquities, by the iniquity of thy traffic; therefore will I bring forth a fire from the midst of thee, it shall devour thee, and I will bring thee to ashes upon the earth in the sight of all them that behold thee. (Ezekiel 28:18. This is speaking of Satan’s ultimate end.)
Here, in a few brief words, we see the ultimate outcome of the working of evil. For thousands of years God has allowed Satan and his host to work through churches and earthly kingdoms and evil men. Daniel 11 is a word picture of the powers of earth striving for mastery, with the final conflict being for the control of the consciences of mankind. Despite all the wars, all the expenditure of wealth and the destruction of life, with all the schemes and plans of men and evil angels for the control of this world and the supplanting of God, in the end Satan and his forces will be destroyed, with none to help them.
Dear reader, as you contemplate the various powers of earth vying for control and influence, may you remember that there is a God who rules over all, and may you choose to allow Him to be your ruler, father, savior, friend and Lord.
As we will read in the next chapter, Michael (“one who is like God”) will soon come to deliver His own. My prayer is that you will be found in His book of life, secure for eternity.
